“Changes to Vermont’s TANF Program” follows recent developments that are affecting Reach Up’s implementation and examines their implications for the future of the program. The brief explains the two new programs that Act 30 created in 2007 to compliment Reach Up – Reach First and Reach Ahead – and discusses the challenges the State has faced in meeting federal work-participation rate requirements and in funding the programs. It provides an historical perspective and makes recommendations to preserve and improve the safety net we provide through Reach Up.
